A permissive preset: considers Internet “available” if the network has AndroidNetworkCapabilities.NET_CAPABILITY_INTERNET.

Use this when you prefer faster/looser detection and can tolerate false positives (e.g., captive portal Wi-Fi may still report INTERNET but not be usable).
