unregisterObserver

WARNING: This API is not intended for public usage. It can be deleted or changed without any notice. Unregister observer associated with provided id. Once this returns, the observer is never called again, even for a notification that was already scheduled: if the observer is being called on another thread, this waits for that call to finish. So it must not be called while holding a lock that the observer acquires. It can be called from the observer itself. The settings services this instance is bound to keep no observers once cleaned up.
